According to the Des Moines Register, an unidentified farm is facing possible criminal charges over these deaths. The farmer was tending to the property, but isn't the land owner. And the land owner was not involved with the animals' care at all.
A "concerned citizen" reported the dead animals to the Clarke County Sheriff's Office. Unfortunately, they waited until after the cows died a long, painful death.
