Benton County, Iowa: Who Is The Snapchat Speeder?

Somebody posted a Snapchat video onto Facebook this past Thursday that appears to show a vehicle driving up to 180 miles per hours on a country road in rural Benton County, IA. KCRG posted an article about the video:
A viewer sent TV9 the video link, early Friday morning, saying it was uploaded sometime Thursday to Facebook. It's hard to discern when the video of the law-breaking car ride took place, though weather conditions suggest it was recent.
The more than a minute long segment, which was originally shot with the social media application "Snapchat," starts with a photographer walking around a 2016 Nissan GT-R. It's followed by numerous clips from the passenger seat, showing the car accelerating and squealing its tires.
The driver, whose forearms can be briefly seen, passes cars two at a time, while an in-app speedometer clocks a speed, at times, in excess of 120 mph. The person behind the wheel looks to have been on rural roads, not far from Urbana, as recognizable Benton County landmarks like the Prairie Creek Christian Church on 55th Street are seen out the windshield.
The Benton County Sheriff's Office is aware of the video and plans to reach out the the owner of the vehicle. The car's license plate appeared towards the beginning of the video.

Col. John Stuelke of the Linn County Sheriff's Office indicated that it's going to be difficult to charge the driver with much of anything given that 1. You can't see the driver; 2. It's difficult to see where the driver is driving most of the time, and 3. The speed listed on Snapchat might not be the actual speed that the car was driving. It appears that the driver most likely could be successfully charged with a careless driver charge for squealing his tires in the video.

You can see most of the video at this link.
