Bill That Would Bar Conversion Therapy for LGBTQ Youth Dead in Iowa -- But Will Return Next Legislative Session!

Rep. Bobby Kaufmann (R-Wilton) surprised me earlier this legislative season when he sponsored HSB 698, which would prohibit conversion therapy for LGBTQ youth here in Iowa. HSB 698 was modeled on similar legislation that had been passed fairly recently in Utah. Unfortunately, Kaufmann decided that the bill needed some fine-tuning and effectively killed it earlier today. And he promised to bring back this bill next year.

If passed, HSB 698 would have prohibited health care providers such as mental health therapists from providing conversion therapy on minors. However, religious officials such as clergy, religious counselors, and parents would be free to offer ex-gay encouragement to minors -- as long as it's clear that they aren't doing it as health care professionals.

I guess it's not surprising that Kaufmann yanked his bill. Nobody was really happy with it. Interfaith Alliance of Iowa thinks that it's criminal that religious officials are exempt from the law. One Iowa and Iowa Safe School wanted some extra protections added for the youth involved with these services. And The Family Leader is upset that health providers aren't allowed to promote medically harmful ex-gay treatment to LGBTQ youth.
