A 22-year-old woman from rural Mingo, IA, has been charged with two counts of animal neglect after leaving two of her dogs outside in the bitter cold weather without adequate food, water, or shelter.

According to news articles, Polk County officials were called out to her property on 01/24/19. The two dogs were chained outside and were in "rough shape." One of the dogs was huddled against a tree for warmth. Their own shelter consisted of a "thin homemade dog house" and a plastic dog crate with holes across its top. There was no food and their only water was frozen in buckets and covered with snow.

The dogs were surrendered by the owner to the Animal Rescue League, where they are being nursed back to health and where they are being assessed medically and socially. They will be available for adoption after those assessments are completed.
The sad part is that this woman has other dogs -- who are still in her custody -- who were being cared for properly inside the house.
If convicted of these charges, which are simple misdemeanor, she faces a fine of at least $65, but not more than $625 and a maximum jail term of 30 years.
